With regard to the Trees if they are on his land and have no pres order there is not a lot that can be done. However he could be in breach of planning regs if he now has an unreasonable view over or into other peoples property. If the property is rented or leasehold then he cannot remove the trees without written permission from the owner of the freehold. With regard to the camera, if it is directed at his own property for security reasons this is fine. If the majority of his view is his own property it would be hard to prove otherwise. If he has pointed them into someone elses front garden this is against the law and the police should be called.
